When I change the size of the image in the topic editor, it seems like it also scales the size of balloons, control annotations, etc.

I'm working on creation of a web help system for my project with your HelpSmith software. If I insert an image (e.g. screenshot) from a file, how can I make it resizable in the web help system? In other words, when the help system is viewed on a small device (e.g. tablet, smartphone), the screenshot should resize accordingly to the screen size.
